Who has the right away. A vehicle turning off a city road onto a side street or a bicycle riding on the sidewalk crossing the same street your about to turn down. It was raining heavily and I was pursuing the turn and so was he and we about collided.

Answered Bicycles are not supposed to be on sidewalks, but car has duty to look for pedestrians and other objects. Seems like a case that will be fact based.
